As a result of sustained community pressure, the May Revise takes one important step in the right direction: it proposes to close one additional state prison by October 2026, with projected annual savings of $150 million.
This affirms what we have always known - prison closures are a cost-effective budget solution. Prior closures, deactivations, and contract terminations have already saved the state an estimated $900 million annually.
However, as California confronts a $12 billion budget shortfall, the May Revise protects prison spending while proposing deep cuts to life-saving programs and services. This contradiction is striking.
Despite a declining prison population, Corrections spending has grown by 39% (2015-16), expanding incarceration budgets while incarcerating fewer people.
